In a recent PAGCOR Gaming Policy Update, PAGCOR cut its fee for Electronic Games. The fee dropped from 35% to 30%, effective January 1, 2025. This change helps move illegal operators into the legal market and supports industry growth.

Lower Fees for Integrated Resorts

PAGCOR CEO Alejandro H. Tengco announced that E-Games at integrated resorts will now pay only 25%. This lower rate helps offset high operating costs. Tengco said, “Lowering our share rates creates a better market and encourages unregistered online gaming operators to join the legal market.”

Boosting Growth and Preventing Closures

PAGCOR collects fees as a fixed percentage of Gross Gaming Revenues (GGR). The fee cut gives operators more money for marketing and expansion. It also helps prevent closures due to high fees. In September 2024, the E-Games sector passed its Php100 billion GGR target. Previously, PAGCOR took over 50% of GGR, which slowed growth. The last fee cut was in April 2024 when rates dropped to 35%.

More Licensed Operators, a Stronger Market

This policy update has attracted more legal operators. Many former gray market operators now have PAGCOR licenses. In 2025, PAGCOR issued 1,188 gaming licenses—a 13.57% increase from 1,046 licenses in 2023. The number of accredited gaming service providers grew from 49 in 2023 to 174 in 2024.

PAGCOR is optimistic about the future of the E-Games sector. “We expect this trend to continue, and the best is yet to come for the country’s E-Games sector,” said Tengco. This policy update supports a regulated, competitive, and sustainable gaming industry in the Philippines.
